All over the place could be another description for this. Too many endings (or at least you may feel this could've ended way before it actually does) and too many things going on at the same time. At least for a movie with the scope this has (no pun intended). But then again, if it were too simple people would have criticized that too.
But what happened to Dennis Haysbert? After 24 you'd expect him to have a real career and not having to do stuff like that. His acting abilities far overweight anything he has to do in this movie and it's a shame to see him go to waste like that. Overqualified would be another way to describe it. Which is I guess one of the reasons this does not tank entirely. And if you liked the other Sniper movies, you'll probably like this too in some way or another
